Can you Identify?

A person restoring a '46 Hudson Coupe sent this picture to me hoping that I could identify the part . However I cant recall that type OF fastner under my '46 Truck when building.....



Please let us know if anyone reconizes the Part. If helps it was put into a bag with gas tank fastners when car was dissembled.
