I'm not able to strip the entire rocker panels, so am looking for something that will work even with the old paint there. I contacted Eastwood about their encapsulator and they have never answered, so I'll go ahead with the Rustoleum. If I keep an eye on it, I'm sure rust return will not get ahead of me.

Here is something we have used for 50 years and it works great. Get a gallon of cheap oil based black enamel, (tractor supply etc.), add 10 % Penetrol paint addative, (various paint suppliers). Brush off loose rust and paint 2 coats over the rest. Lasts forever.0

I mentioned a couple of years ago about how I used thinned sraight Penetrol to stop rust and was flamed and ignored. This is the first time I mentioned it since, now we both can probably be ignored since everyone knows non-automotive products will not work on automobile rust.
Also a quick thin wipe will stop surface rust on freshly stripped metal until you are ready to prime. I've used it under etching primer, lacquer primer and 2k urethane primer with no adverse reactions.0
