On cylinder head-what goes here?

On a 308 engine, visualize the driver side of the cylinder head. Counting from front to rear, next to the 3rd and 6th cylinder head bolt there is a notch. Under the 3rd bolt there is an oval shaped piece with the ends bent at a right angle. One end fits into the notch. The other end hangs over the edge of the head and has a hole in it like maybe it is for a return spring or something. The 6th bolt does not have this piece but there is a notch as previously mentioned. What is this for? ? ? ?

Yes maybe I am being anal but I still want to know if the engine is missing something.

My Hornet has the same, and there is nothing there, but on the Jet, in the same position, there is a sheet metal clip under the head bolt, with a bent over ear which fits in the notch, and the outer end of this piece is a holder for the ignition coil wire.

Doug, Your hunch is correct. The oval shaped piece is for a return spring from a 2bbl carb(WGD). The notches cast into the head are for a twin H setup. They were used in the twin H accelerator linkage. No, you're not missing anything.
