I believe that it was used to record how many times the mold or fixture was used to cast the block. After a predetermined amount of cycles, the fixture would have to be reworked. Also if casting flaws did appear. they would know which mold and which cycle it failed on.. Sound resonable? In short, A method of tracking Quality. . Just my WAG0

That make sense. That explains why I have seen the pointer on another engine pointiing toward a different number.
