More correctly, it is a cork clutch, running in oil. The original instructions state that you use a 50/50 mix of kerosene and engine oil, but a much better substitute is Auto Transmission fluid, and you need half a pint in this clutch. I take it the pedal is up near the floor boards? This would be unusual with this model, as what normally happens is the clutch throw-out fingers wear and the pedal goes down further. I suggest you check that the fingers are in the correct position in the throw-out collar.
