Has anyone come up with a fix to repair the spring in the 1933 Essex windshield push out /latch mech

Has anyone figured out a method to repair the spring in the 1933 Essex windshield push out /latch mechanism? It may have been used on the 1932 models as well.

    The spring attaches here. Is this supposed to turn as the latch is moved to open or close the windshield. I would think it should.

    It appears this mechanism was chromed without being disassembled. Shops do that?

    So if that piece is supposed to swivel, perhaps that would explain why it doesn’t.
